    • Abstract:
How should institutions of higher learning and lower income, higher risk students collaborate to strategically plan for mutually beneficial results, given the economic and educational demand for national and, indeed, international competitiveness? What milestones, benchmarks, and metrics should such a plan embody, and should the respective scope of responsibility be determined and designated? This timely essay introduces a proactive conceptual framework for intersecting convergence between a responsive institution and a responsible individual as principal stakeholders for ultimate interdependent success using the navigation of"planning points for progress." These strategic points of reference include futuring, philosophy, anticipation, goal setting, measurement, renewal, resources, and purpose. [ABSTRACT FROM AUTHOR]
