    • Abstract:
      The article examines the proposed agenda of the European Commission for improving Europe's science base and changes in Europe's policy system regarding the European Research Council (ERC). The authors argue that the European-level policy system is transitioning from a period they term "science in Europe" to a period they refer to as "European science" and describe the system through its statement of added value, rationale, target of intervention, and science support organizations in defense of their argument. An overview of the European Research Council's impact on a shift toward competition and excellence in European Union (EU)-wide basic science and three priorities of the EC's Framework Programme (FP) for Research and Innovation, called Horizon 2020, is presented.
